I was thinking more of the demographic difference between Washington D.C. and Yeongdeungpo District, Seoul (and various purpose-built parliaments constructed under the influence of leaders who didn't want ordingary people en masse near their centres of power).

But, yes, too many powerful personal appointees shouldn't be given to any individual in any power structure.
